The second red flag is related to uncovering any potential surprise site development costs. Often, in an effort to speed the time to permitting, site plans are designed for permitting approval vs. the best/most efficient construction design. This is understandable given all the permutations the engineer/designer would need to create, which would only elongate the already extended design timeline.
